You can always try and write one though!

It's actually only a +3% when you are playing with no other high rank in the game. If someone else in there is above 2500 then it disables automatically.

My strategy was to miss a couple turns so that I could get many armies at once and then use them on a blitzkrieg to hopefully reduce my opponents to one. I mislead my opponents in my game comments to protect this strategic aim.
