The accused are suspected of:

Being Multis
Conducting Secret Diplomacy

They are also in playing together in 3 other games at the moment and looking at a history of their games they play together very often.

Comments:

There is something fishy going on between these 2. I am constantly being attacked by either one, which by itself is not anything wrong. This is a trench game, and i reached Libya and saw that Niger with only being defended with 1 (red holds all of Mahgreb). Lo and behold green was in Chad, also with 1 troop. Instead of attacking red, green chooses to attack other players including blue and yellow even though red has the most territories. They also rarely attack each other except it appears to gain hold of a bonus area.

This got my suspicions up, so then i see that these two frequently play together (including 3 other matches at the moment) and they have frequently played games together in the past.

As a suggestion, you should be prevented from joining a public game if it is detected that you are already involved in 2 public games with a player that is already in the game. that way secret alliances can be weeded out more easily. If you want to play with friends, thats fine, make a private game, and these games won't be counted towards the '2'.

From what I can see the accused have been in twenty-nine games together and thirteen of those they have played as one on one. However that could just point to the accused being friends or acquaintances. The problem with the secret diplomacy allegation is that without hard evidence such as wall posts, pm's, etc it will probably just be noted. While I have disagreements with your suggestion may I recommend putting it in the suggestion area as this forum section is not the proper area to discuss it.

If you happen to share a border with an opponent with only one troop on each side, and you happen to have played games together in the past, from this point of view alone, does this equate to an automatic secret alliance? I can understand the suspicion, but as what has been said above, we'll need more than this.
