These two play together almost exclusively as seen in their game history, and in game # 16186984 specifically they shared large unprotected borders, never attacked each other, and generally upset the balance of the game. Game chat in game #16194244 seems to indicate that they know each other outside of the game and though they may not have secret diplomacy via CC PMs, they certainly seem to have a clear agreement not to break each other's continents in game # 16186984.

Looking at the game right now, it would appear that it is logical for them to avoid each other and attack the game leader in order to survive. We'll need more than just this game. Anyway, I have contacted them and informed them about the rules in case they are not yet aware of it as they are new members of the website. This is noted.
