For this game, 3597838, shoop76 made a comment of not wanting to start a war with green (Bam-Bam), which green agrees by saying good idea. They really didn't have a formal truce but they had an agreement not to attack each other, which either could also break anytime they want. It's a pretty gray area. Since you are one of the players involved in this game, you have a more understanding on what is going on based on your own perspective. If you feel they had a secret alliance, then provide them the ratings you think they deserve.
