I sure the issue here has to do with Hasbro's LOTR Risk game, which they probably have exclusive rights to. The obvious solution would be to change the names of everything keeping the same image and game play and put it right back up. It already has different game play than their version so it must be the Middle Earth names as the issue.
Or, you could use the same gameplay (which the "centerscape" map is a convenient blueprint of), and place it in a completely different setting. If something sufficiently awesome could be thought of.

That could work. The XML is the real important part though: I'd like to know where the territories are meant to be, so that a replacement map could be made with the same coordinates (I suppose this could also be done with a copy of the map).

it dosnt really need to be in the same place does it? as long as the connections are the same you could twist and turn the locations all you want (look at the replacement maps, they do it)
Why can't lack just give the old image to the cartogrpher so they can change the names and get this back up? It should be able to be back up in like a week...
