If it says a minimum rating number and I have that, but not the rank that normally accompanies that rating can I join the game?

The ranks were changed a while ago so some of them may not exactly line up now. If you have 1900 points, then you can join these threads:

Good. I need to improve - I'm kinda a one trick pony. Playing with better players will help me improve.

I just realized that you don't line up as you've achieved the point gains quite quickly.
