Concise description:

An option to allow ratings to be displayed or not.

Specifics:

a choice under the personal settings to allow ratings or to not allow ratings.

This will improve the following aspects of the site:

I feel this would be a good option for those people who feel the new rating system is a waste of time.

OK, I need to elaborate on this a bit I see.

Looking at everyones new ratings, I noticed most people have a rating of over 4. There is no way every player on CC is above average. Even I have a rating of 4.7 right now, and I know I am an average skilled player at best.
I feel an option of separating myself from getting or receiving ratings, would be well served. That way I am not pressured to leave people unrealistic ratings that have no real bearing on game play and behaviour.

theyre gonna tell you ratings dont describe calibre of skill of player, rank does, ratings just show experience while playing w/ player, they show up, play fair, etc. in that case everyone could potentially be 5; but like you i dislike the ratings

Yes rank determines skill, I know this. However the new ratings are not up to the job of weeding out suicidal players, turn skippers or deadbeats. The old feedback system was a tool I used for that purpose. If a person had negs or positives , I could read up on why they have them, and decide from there if I wanted to subject myself to that player. This new system is just silly. Your buddys will give and receive 5's, and people you do not like, or just don't know may receive 3's or less, regardless of the players attitude , attendance or fairness. I personally would be happy with no rating at all beside my name, and in exchange I am willing to lose my ability to leave ratings.
