Oceania all the way. Or S. America, if it's more practical. Overall, it really depends upon the dice and the drop. However, Oceania has only one border to defend, which does double duty of being able to mass your armies on a single territory and drawing potential attackers away (they're probably not going to attack a territory with a bajillion armies on it just for the sake of breaking a small territory bonus). Furthermore, Oceania, is especially usdeful to have in escalating games -- all the armies on Siam or Indonesia offer the ideal starting point for eliminating a player. S. America, on the other hand, has more territories to defend from (assuming you advance slightly into N. America or Africa) and I believe it is not as useful to have.
