Dead Space

I was reading the wikipedia article on Conquer Club(click here to read) and found that the term dead space was mentioned as part of CC gameplay gimmicks. In this case, does anyone know what "dead space" means?

It seems to be badly worded but the author meant neutrals, since a lot of the time especially in 2 player neutrals are just left alone.

i thought dead space was like a territory that once u get there u cant go anywhere
ie if your invading Oceania on classic and u advance to indonesia all your troops u cant get out

It cant be since it is talking about things that do not exist in the board game but exist here, and what you bring up does exist in the game.
