What is the area surrounded by territories by all sides but it itself is just a darkened out gray area acting as... nothing... Just wondering...

If you are talking about the territory "Alcatraz," then the reason is because Alcatraz can only defend. If you notice, all the arrows that connect Alcatraz to other territories are pointing toward Alcatraz. Also, if you look at the legend in the bottom left corner, it says "No escape from Alcatraz." This means that you also cannot fortify away from Alcatraz.

no, it isn't a territory just a blank piece of land in between castro, haight, golden gate bridge, inner sunset and glen park.

This would not be found by studying the map... prolly if you know the area. I just don't know why it would not be a territory... just a blank area of land in the middle of the southern peninsula

I'm pretty sure that's there to make the gameplay better. If it was just another territory, the whole south half of the map would be a huge mass of terits.

Technically, there is Mount Davidson and Twin Peaks located within that grey area. But that grey area encompasses more than just those elevations.
