Duck and Cover - Nukes

Hi,

Can someone help me figure out how to nuke in duck and cover?

The territories with planes on them (Central USA, and Central Russia, I believe), can attack the territories that have mushroom clouds on them, and are on the opposite side of the map. Once you kill the last army in this fashion, you DO NOT get to move into it. it simply turns to a single neutral army.
