Neutral Army Starts with 2 Instead of 3

Concise description:
  • Shandong started off with 2, not 3.

Specifics:
  • Shandong had a neutral 2 (instead of 3) before I deployed (I know you can't see it in the screenshot, but I didn't go).

I believe I was in the same tournament as the OP, and I had the same question when I saw that. Is there any explanation as to why? Also, does that territory start neutral in every game played on that map?

yes it starts neutral every time and yes it is suppose to be 2.
