Neutral Army Starts with 2 Instead of 3

• Shandong started off with 2, not 3.

Specifics:

• Shandong had a neutral 2 (instead of 3) before I deployed (I know you can't see it in the screenshot, but I didn't go).

I believe I was in the same tournament as the OP, and I had the same question when I saw that. Is there any explanation as to why? Also, does that territory start neutral in every game played on that map?

yes it starts neutral every time and yes it is suppose to be 2.

Because the mapmaker designed it that way.

the mapmaker did not want anyone to start with the continent bonus from the drop so he made that one neutral.

he also did not think a three there would be fair as it would act as a shield so he made it a 2 instead of the usual 3.
