Unlimited Forts?

Hey whatsup guys? I play classic esc with unlimited fort but it never lets me fortify anywhere i want only countries that are connected. Do i have the concept wrong or is it a glitch?

Thats correct, you can only fort connected countries.

Unlimited forts allows you to fortify as many armies you want from whatever and to whatever territories you like so long as those territories are touching eachoter.

Think of it like chained fortifications, but you can do it as many times a round as you want :)
