Ya my bro had the same problem, only he was given a 3, though he did not miss a turn. I, too, have had this problem regarding receiving a 1 for, well, everything when nothing was said in the gamechat, except perhaps gg, I didn't miss a turn, and I didn't suicide or anything to deduct from fair play.

Yep. People play like shit in my games (suiciding and being complete nubs) and then leave me shit ratings in return. I basically get double whammied with bad ratings and they ruin my chances of winning. I should just leave all 1s for everything on people who I dislike or win, right? Thats what they do for me.
