Ignore/Foe list(s)

Sorry if this was already covered, but I thought that I'll never need such a feature, so I've never read about it.

I remembered that something have been changed with new forum. However, I can't recall whether foe list is a replacement for ignore list, or an additional feature...

Perhaps the best way is to ask for what I need:

I want a tool to prevent someone from joining my games, but still be able to see all that s/he writes (on forums, in game chat etc.)

Does such a tool exist? If not, what's available?

if you put them on your foe list, they can't join your games, and you can't see what they put up in the forum. well, you can't read what they say in the forum UNLESS, you click a little notifier on each of the persons posts within the thread, and then you can read what they are saying. it is a bit of a hassle, but it works.-0

I tried to put the guy on my foe list, but wasn't successful - he's already busted!
(He's actually busted long time ago, I just didn't know, since they let him finish the games)
