Good point. I'd consider ROC to be more commonly known as Taiwan or Chinese Taipei, though ROC is recognised by a few countries still.

hmm well if you are discounting China you would have to discount many others including:
Republic of South Africa
Islamic Republic of Afghanistan
Argentine Republic
Federative Republic of Brazil

etc etc

there's no other South Africas, Afghanistans, Argentinas, or Brazils
