bombard england from the inland locations that have missile signs one them.

e.g. Army Group H can bombard Marshal in England.

um, you have to deploy on belgium and attack marshall park defense group. incase you can't tell, each rocket has a corresponding number for each of the 3 territories on england, and can only attack the matching number. hope that is clear...-0

p.s.-if you keep bombarding a neutral, like you are doing in the game, it doesn't do anything for you. the neutral will remain neutral.
