How do i take the sanctuary?

How do i take the sanctuary in aor3?
i can only ever bombard the port

You can attack the sanctuary from U'rl.

IF YOU JOIN MULTIPLE OF MY 2 PLAYER GAMES AND FIND YOURSELF FOED IT IS ONLY TEMPORARY I AM ON A MEDAL HUNT.
