There are a couple of threads suggesting foe lists problems now.
The basic problem seems to be that some people are not able to play as many games as they like because other people's foe lists are so long, once those people join, there just are not enough out there to fill the games.
ISSUES:
A. Right now, if you put someone on your foe list, they cannot join any game with you, BUT you can still join games with them. Some of this is accidental, because there is no automatic notification.
Solution 1: (pending) notify when you join a game with a foe in it
Solution 2: Further discussion, (in a different thread) led to what may be a better solution- If you put someone on your foe list, they cannot join your games and you cannot join any game with them current thread/pole on this issue:
Problem -- Battles Royale/ Tournaments : consensus was that these game types should override foe lists "automatically".

Solution 3: (original idea in the above thread) If you join a foe's game, their name is removed from your foe list. This was pretty universally disliked, for a lot of reasons. See the above thread for the discussion.
B. Some people may using the foe list "incorrectly"
Specifically -- people are putting folks on their foe list whom they really are not against playing. Solution #2 may limit this, but the real question seems to be is this really abuse?
If it is not abuse, perhaps there are legitimate concerns that could be addressed by something other than a foe list?
If it is abuse, perhaps there is some way to curb the abuse.
C. Perhaps the foe list has little or nothing to do with the game limitations.
If so, what might be causing fewer games.
summertime?/good weather means fewer people playing indoors.
Too many people playing private games
Why? Are there issues with public games that need to be resolved?
Is there any way to further encourage people to play public games?
Does it really matter?
Other? for example, did the server problems cause a lot of people to flee CC?
