Inactivated

I often browse the C&A forums and when I go to closed reports, I usually see a bunch of users who are either cleared, blocked or busted, so I looked into a thread there one day and I saw KingAchilles saying that the user has been "inactivated"...
Is there a difference between inactivated and busted?

I imagine it means that the account was deleted completely.

They are inactivated, meaning they can no longer start or join in on any new games. But they can still finish whatever games they are currently in.

I was thinking the OP was meaning that the thread title said "inactivated". That post by KA was explaining how the busted user's account no longer exists, even though they can complete their games. The accounts are inactivated until 1 of the accounts purchases premium to reactivate.
