Does an arrow on a map mean one way?

The map for Middle Earth has an arrow pointing from Mount Doom to Ithilien. Does this mean that movement can go only 1 way? Can players cannot move from Ithilien to Mount Doom?

I checked the Instructions and it does not say.

Your suspicion is correct. arrows indicate one-way borders.

If there is an arrow on any map, that means there is only one way to attack (move forward or fort). Just like a one way street

Well these map whas made before Map foundry,and now all maps must have explanation box for these things.
