Basic Problem: For high ranks, pure luck causes them to lose far more than they could gain by playing lower ranks.

The CC score is loser/winner * 20 with a maximum of 20.
I don't know who exactly came up with the formula, but it works pretty well.
CC scores are self-correcting, to a point. That is, you start low, gain more points. Then as you gain points, and (at least theoretically) skill, you gain fewer points, making upward progression harder. As far as that goes, it works. It is not exact. Luck certainly wreaks havoc for anyone who is intent upon "points, points, points". BUT, that IS the nature of "Risk"... at least for the lower ranks.
The problem comes when you get higher up. For argument's sake, I will say anything above a major.
