Regardless of their popularity or income, if Hasbro wishes to protect their IP, they are required by law to defend it against ALL infringements, not just a chosen few. Failure to instigate action against any other site creates a great defense for CC - as it demonstrates that Hasbro is not choosing to take the action to protect their IP, but to hassle one individual. That makes any CC action spurious, or vexatious. If Hasbro come back by saying they are taking on infringers one at a time, starting with CC, then CC can argue that a company the size of Hasbro can afford to take on all comers and so should, to demonstrate it's serious intent.
If it's just a cease and desist letter, which really carries little legal weight, then there is no excuse for not sending one out to ALL infringers given the minimal cost of the postage required to send duplicate letters out to multiple sites.
