If by removed you mean, that the mods will not remove them, this is true. The official stance is that people can leave whatever ratings they want for whatever reason they want. If you mean that the other person cannot remove the rating, this is false.

Actually, all ratings do not appear until after the game is archived. This is five days after the game has been completed. At this time (five days after the game has been completed), no one can leave ratings for that game.

This was done by the site's admin on purpose. People had been leaving retaliatory feedback under the old system. Once they saw that someone left a negative feedback, they would do the same. To cut down on this, you cannot see the rating left to you until the game is archived.
