Is this cheating?

OK lets say there are 3 people.

2 of them have region bonuses. <1> and <2>

One guy <3> with no bonuses has an equal opportunity to stop one or the other from getting the bonus in the next turn. 2 has the opportunity to stop 1.

It is in the interest of players 2 and 3 to stop one, who has a significantly larger bonus than 2 from getting it.

Is it against the rules, that 2 would warn 3 that if he doesn't stop 1, 2 would do nothing, forcing 3 to put his effort into 1 and thus leaving 2 with his bonus.

No alliances were made, and no PMs between the members have been exchanged.

I would say no...Since you are not telling anyone to attack a particular player but merely suggestion an action.

though player 1 might feel like they are getting ganged up on.

That doesnt have any effect, you can say whatever you want as long as it is out for everyone to hear. Even alliances in 3 player games are allowed, although they are pretty cheap

that also...I usaully not make alliances in games though most of my games are1 v1

That's a good move if you're 2 (forcing coercion), but if 3 calls your bluff, you'll have to attack 1 anyways. So you can only hope he's easily intimidated (or wanted to do that anyways).

It's probably better for 2 to offer to help attack 1 if 3 does so as well. That way they both get the advantage they wanted, and share the costs (whereas if 2 didn't offer, 3 would have no reason to try it, if he doesn't think he would succeed on his own). This method doesn't leave 3 thinking he has been bullied.

As for your question, it's been answered. Everything is legit.
