how does anyone win if you don't have any armies in eachothers continents?

The tactical nuke. Each side has one.

If you have enough armies, you can attack from the Silos to the Launch Platform, up the nuke, and bombard your opponent. If you own the Launch Code, the President or Premier, and the entire missile, you get an extra 50 armies to use for that.

Read the rules at the top of the map.
