you could say that but its more of. they miss their turn so in a sequential game all the other players go before them and come their next turn they get double the armies of what they would get for round TWO not round one. if you start with 15 territories you get 5 armies but if you miss your turn you will not get 10 (5*2) on your next turn if anyone takes one territory away from you brining you to 14 and 4 armies making it 8 (4*2)
this is used as a strategy to make people think you gonna deadbeat but is usually met with negative feedbacks especially since it slows the game down considerably
