Exact calculation that determines when resign button appears

Asking for no reason, just curious and couldn't find any clear info on it anywhere including forums. I'm sure I'm missing it being explained on the forum, and I searched, but if I have questions and I play all the time, maybe it should be posted in "The Game: Options" so new people know what to expect.

All I know for sure:
It doesn't appear before round 10 regardless in 1v1
I doesn't appear in multiplayer games, but does in polymorphic games. I feel like I've seen it pop up as early as round 4 in a poly 4 game that's going really badly, but I'm not sure. Poly 2 games maybe round 6? Again just guessing here.
It doesn't appear in tournament games, or clan games even if 1v1 (right?)

And the big question- It's been assumed in the community that after round 10 if you have half the troops, you get the resign option. But that doesn't seem to be the case. It seems to be higher in some cases, maybe region count is factored into the equation?

This is a fun post, I love the resign button and don't think it needs to be adjusted. But I've been speculating for a couple years and just thought I'd ask

We know it now applies to all casual 1v1 games, not just trench. And the less than half the troop count is not correct either

These are some games that didn't follow the twice the troops rule, just from my last 200 games but I've been noticing it all the time on all sorts of maps for years.
The first one is the most obvious 157-109 and if he takes the turn he pulls ahead 160-157 briefly. I would've resigned as well and please don't "fix" this problem that I don't think exists, I just would like to know what the rule is exactly, and think it ought to be stated somewhere for new players and not scattered throughout the forum that no newb is going to wade through
