What does throwing games and serial teammate killing mean?

Purposely losing games and killing off your teammate's armies for no reason other than the lols

throwing games is losing on purpose or letting another player win to the detriment of yourself.

Serial team mate killing is attacking your team mate in team games when it is not beneficial.
