If a player, plays his turn but does not hit the end FOrtification button, and just lets the timer run out. If he does this three times in a row, does it count as 3 miss turns.

Theres a guy in one of my games that has done it twice, probably just doesn't realize after you end attacks you have to end fortification as well

if you had a real kind heart you would tell him so he can get cards (if it is a card game)
or be really mean and "forget" to tell him

Actually one of the players did mention it, except he doesn't even attack, he comes in, places his armies then leaves

Well, you are playing your turn so it shouldn't count as a missed turn. I guess the penalty is that you just don't get a card if you are supposed to.

You should PM him and see what happens.
Of course you may end up running him off.
