QUESTION ABOUT CLANS

If the clan says This is a closed group: no more users accepted can any more people join? I was wondering because in the best clan topic it says the dragoons got a new addition. any help here?

Closed Group just means that you can't join without the clan admin adding you to their group manually.
Generation One is a closed group, but if we have a new recruit, I can add them using my clan mod powers.

um the 18uc is an opened group but i still have to accept members.
and there arent any "real" mod powers
