Stickies?

this seems to be a noob question, but are what is the purpose of a stickie(like what's the difference between normal threads and stickies?)

stickies always stay at the top of a forum.
Normal threads go down to the bottom if no1 posts in it and other threads are getting more replies than that particular thread.
