Is it legit if you leave your mutual borders with someone gaurded and don't do joint attacks while planning an alliance (with joint attacks), and then shift troops off the border and carry out a joint attack after you declare the alliance?

There are no site rules regarding allainces, other than the fact you have to announce them prior to occuring in a language understood by all. How you manuever and such is up to you, it's not governed by site rules.

Although here, reading between the lines, it sounds like the OP is making a distinction between "planning" the alliance beforehand, and "declaring" the alliance before making attacks. I have always interpreted the rules to mean that you discuss everything related to the alliance in Game Chat. I suspect these guys are pming each other to plan the alliance, and I think that's illegal.

Am I off base?

Some mods say that you have to announce an alliance but negotiating it and its terms (and re-negotiating) can be done out of the chat. And some mods say that you have to announce at the point of trying to form an alliance. Hence my question to Wick.

btw either way you do it is grounds for a neg from your opponents too.

Per Lack, it's as I've stated above. The rules do not state you have to discuss the details of the alliance in the game chat. The only requirements are what I've stated. There has been a proposal to change this so all communication regarding an alliance has to be in the game chat, but nothing has changed at this point. If it does change, we'll definitely announce it.

Huh? I said there's a proposal on the table, so yes it's being discussed. If there is a rule change, it'll be announced. For now, the current rule is as I've stated.

In the discussion here it was quite clear that you and Twill was anything but in agreement on what the rule currently is (and there was quite some confusement amongst other users too). It ended with a statement from Twill (yea my misstake, it wasn't you) that you should look up who of you that where right and come back with an answer. That was 6 weeks or so ago.

I'm not talking about a proposed rule change, I'm talking about a rule that you guys (mods/forum staff) don't agree to how it works right now and as an effect users on this site has gotten different answers/treatment (or at least stated that they have gotten).

Ahh gotcha. Yes there was some confusion introduced there. The current rule is as I've stated it, per Lack. Since the rule does not state that all communication must be done in game chat, then that's not required.

Lack wrote the rule, that's all that matters. Just continue on as you have been, until you hear otherwise. If you want to have all communication in the game chat, that's fine, but it's not required. All that is required is announcing it before it happens in a language understood by all game players.

We have a statement from you saying how you interprets the rule and then we have a statement from Twill how he interprets the rule (both in the same thread). So who should I believe??? Usually I'd put my trust in Twill but I have a feeling that he's wrong on this issue, however the bottom line is that as long as the site staff can't agree the users just don't fecking know what the rule is. So again I ask, have you and Twill come to agree?

(A post from Lack would ofc trump both of you but he hasn't posted on this subject since you and Twill disagreed, at least nowhere near where this has been discussed)

I am not posting my interpretation. I am posting what I've been told by Lack on numerous occassions, what has been posted publicly by mods for years now (which is easily searchable). I understand your confusion, but rest assured it's as stated, and any changes will be announced.

Rest assured no one will get in trouble for communicating about alliances outside the game SO LONG AS the alliance is announced before occurring in the game.
