Smallest maps?

I know that I could do the counting but it seems easier to ask if anybody knows
Besides Doodle and Duck, which maps have the least territories?

actaully duck and cover has 24terits, doodle earth has 18

Ireland and Portugal are pretty small, as are Australia, and Circus maximus. There might be a couple others under 42 (classic sized), but I'm not sure.
