Conquer Club

I conquered a player, but he still has loyalties in the cities.
Do I have to conquer his loyalties as well to eliminate him?

Even though he cant play with those loyalties alone, so he is effectively dead.
Also, if I attack all his loyalties that forces me to take a fine for occupying multiple loyalties
in the same city.

This is an awesome map, but what is the deal with this?

Yes, you must defeat the loyalties. I have BOB and the red player in Game 2499053 still shows 5 territories. This would align with the 5 loyalties that he still possesses.

So all this player can do now is keep fortifying his loyalties?
Or can he not even do that?

p.s. what did you mean by "I have BOB" ?

BOB is a userscript that makes calculates map statistics: each player's territories, each player's armies, odds of having a set, armies due at the next turn. Link

No, see in this case the person has already chosen not to "use [their] brain" as you love to say. (That is, they decided they like BOB and are probably going to install it.) Not saying thank you would be rude. The choice to "use your brain" has already passed. Just out of curiosity do any members of BpB use BOB or any other scripts?
