Why does the form matter so much in Sugs & Bugs and C & A?

Keeps things in order if you ask me. I hate to go into C&A and see a post like this...

"so and so are ganging up on me in game X. turns out 2 noobs are beating one guy down that is in the middle. The form makes for easier mod work as well as somewhat better accusations many of the time.

The form is also useful in suggs/bugs so we don't have to ask for as much clarification from the user, and it speeds up the process
