Question about alliance communication

I understand that an alliance must be announced in the game chat and that a person cannot PM someone to form an alliance before posting a similar message in the chat. My question is whether or not it is allowed to discuss strategy through PM's after an alliance has been legally formed.

Does anyone know what the policy on this is?

Any form of diplomatic discussion between opponents must be posted in the game chat in English or in a language that all opponents understand. Diplomacy includes, but is not limited to: proposing truces, negotiating alliances, and coordinating assaults.

If you could link me to the part of the site where it states this I would appreciate it. It doesn't make sense that you would have to coordinate assaults in the open as this would give the defense an unfair advantage.

I don't really understand why it is that way. Luckily I rarely make alliances.
