I don't see how he has accomplished the challenge. His tokens are not distributed correctly.

Yes. Your golds don't count if you don't have 3 silvers for each, and your silvers don't count if you don't have 2 bronzes for each.
Or are you asking if the smaller medals are statistically insignificant in the total? Well, if one has 4 golds that count like in the Awoodness example, then he would qualify for the CA medal without the others. However, someone with only 2 golds would need his silvers and bronzes to cross the line. Also, it's not just about the CAs, of course. For people fighting for the top 5 to get star prizes, one extra bronze might mean the difference between being 5th and being 6th. Finally, one could achieve target with no golds at all, with large enough numbers of bronze and silver.

Then its worded very poorly in my opinion. Also I didn't know that there were still start prizes. I didn't see a mention of that in the OP.

As far as I know, the star prizes for the Top 5 never change. They're not specifically referenced in each Challenge, but they continue to be handed out, unless I'm mistaken. I'll ask CM14 to confirm.
