That's the Economic Freedom list, BBS. For economics, HK is ranked 9.02/10.

However, for personal freedoms/civil liberties, HK has a low score of 7.8, worse than 49 other countries, so it has an overall "Human Freedom Score" of 8.39.

(China's at 5.01/10 on the personal freedoms index; the U.S. is at 8.7, tied with Canada and worse than places like Japan and Ireland).
