Excuse me, but I'm not quite sure how to interpret the toll chart.

I have a vehicle with two axles, but it has a detachable trailer which makes three axles altogether. When I'm rolling bare without my trailer, why should I have to pay for three axles but without trailer instead of paying for two axles?
