I am pretty sure that, at least in the 90's Florida would have been a yellow state. Topless was only allowed at certain beaches. Living in Key West, I know it was not technically "legal." There was an odd and interesting loophole, especially around "Fantasy Fest" for painted tops. Mind you, a good paint job almost makes it impossible to tell a person is actually topless, unless one inspects carefully.
