Their story is that they can't actually access that sort of data, you see. It's really only high-level gathering that they do, and being able to create an accurate chart like that would require data-mining of the sort that is simply beyond their capabilities. <smile>

Well that's a bald-faced lie.


To be fair, the measurement is relative--not absolute. Compared to Iranian democracy, USA is more democratic, thus USA gets a +10 cuz it's so much more democratic. I think France has +9, while the UK, GER, and JPN have +10.
