The quality of your picture is too crappy to zoom and hope to see any detail... The buildings look quite french to me, and it s a catholic country, probably somewhere in the alps or pyrenees.
This picture lacks of hints... Since you didn t say I was close with Andorra Maybe it s in the Alps. Lausanne?


By the way, on my picture all the red flags in the back were flags of the Navarra region, not ETA nor bask country. There is just a bask one in the front but you only see its very top of it!

There's a Basque flag about five rows back from the front, in the middle. You can just see the top of the flag as someone is carrying it low in the crowd.
