Within three days, students had coughed up enough cash to silence the Canadian singer's repetitive single.
Between Monday and Wednesday, the pop song, which features tween idol Justin Bieber singing the word "baby" 54 times, played through around 20 times in between classes, NBC Chicago reports. The school reportedly rebuffed student complaints, encouraging ETHS kids to play along and donate money to make the music stop.

Since the students of the high school will be using the arts center, then it seems to be a better alternative to gather funding compared to taxing everyone, who may not even use the facility (proportionally so, i.e. sure, not all the students of the HS will use that art center, but proportionally more would benefit compared to taxing the entire province or country).
Besides, the Justin Bieber song could serve as a reminder: "this is what happens when local arts centers are foregone. Mass-produced music will be the only option left."

I guess. It's still justified, so for me that takes away from the "cruelty."
