Negotiations between the US and North Korea were not that bad up to 2002. The US was on its slow way of reducing/end NK's attempts to develop its nuclear weapons, but then on one fateful day, Bush 2.0 throws out decades of diplomacy by declaring NK a rouge nation and blah blah blah.

So, NK is still butthurt about it.
