twitter rape and bomb threats

some women in the UK (a politician and some others) were campaigning because the woman on the UK's 5 pound note is going to be removed and replaced with a man. the women (not on any money) campaigned for a while and the government agreed to put a woman on the 10 pound note in a few years' time.
after the government made its announcement some people on twitter made rape and bomb threats towards the women who campaigned. a couple of young english guys got arrested.
is talking shit on twitter protected by free speech or should people be arrested for 'i'm gonna raep you bitch'? should there always be at least one woman on a country's money?
