It seems to me from the news article that the girl in the pictures was the girlfriend of the boy, and reading between the lines I think it's pretty likely that he said, "come on baby, just let me take a picture of you giving me head, so that I'll have something to think about on the days that you can't come over," and being a typical gullible 14-year-old girl she agreed.
