No, because they're usually not selling crack pipes. Crack pipes are generally made of glass and tobacco pipes are generally made of wood.Do you honestly believe that the patrons of these shops use the "tobacco pipes" for tobacco?
Smoking tobacco is very different from smoking crack. With tobacco, you light the drug itself and start a flame, causing it to burn slowly, releasing the vapor. With crack cocaine, you heat the drug directly with an open flame, and the heat causes the solid cocaine to vaporize. So you can't use a normal tobacco pipe to effectively smoke crack. And the kind of pipes that can be used to smoke crack, are not legal to sell in drug paraphernalia stores.
Think about it -- if you could use any old pipe to smoke crack, there wouldn't be any "crack pipes."

Nothing. Why would anyone buy them after a markup when they can just go to the vending machines and get them cheaper? And even if they do, they're still using the safe crack pipe, which was the point.
