is Jacques Shirac supposed to say Chirac?

and yeah, that was a running joke when he got elected in 2002.. basically that he made a score of a banana republic dictator (the reason being that the extreme right candidate made it to the second ballot with 17%, just a few votes ahead of the socialist candidate; but on the second round where it's a head to head vote; the whole country mobilized against the extreme right candidate... and Chirac's 82% score!)
