In my alley, for awhile, some homeless people used to dumpster dive. I don't fundamentally mind that except that it was annoying because they didn't do it neatly but would just scatter the garbage about and leave it there.
Okay, well that was slightly perturbing, but whatever.
However, recently, a new class of homeless people have moved into the alley. On the hierarchy of homeless people they are several rungs below the previous bohemian homeless and have essentially chased those ones out. The previous homeless were relatively well-kept, as clean as could be expected, and were of sound mind. The new homeless are simply operating on a different plane of existence. Their physical bodies occupy our dimension but their minds are not here. They are rail thin, caked from head to foot in dirt, and - literally - wear rags. They sleep in the alley for 12 hours a day. When they're awake they usually don't get up but simply remain in a prone position smoking meth. (Since they don't really move much I have no idea how they even get the meth to smoke.)
This is a problem as my garage entry faces the alley. I've taken to parking on the street if I come back after dark because I'm afraid I'll run over someone if I try to drive down the alley. Occasionally, the police will come through on a clearance operation but that only lasts a day or two before they return. The most the police can do is lecture them to leave but they can't really arrest them for vagrancy because there's not the political will to do it, and these people are probably too physically weak to be taken to jail anyway and too filthy to go to the county hospital. I've walked by when a police officer is telling one of them to leave before and they can't even vocalize replies they're so out of their minds, though they do seem to understand basic spoken commands if accompanied by gestures.
I have a friend who is a feckless bureaucrat in the city's social services department and tells me that homeless shelters won't take this class of people as they are below even their standards.

My little town is rated very high for liveability....very low crime, higher than average average income and very pleasant...and we have the Willamette River running through so lots of water play / parks.
Luckily I bought here 30 years ago when I had a real job and didnt sew for a living

Start cooking your own meth in your garage dude. Hand it over for free. If you aren't too good at it, at least you would have solved your problem.

Posted: Sat Jul 14, 2018 8:44 amI actually used to know a guy who was a meth cooker. He was in the basement in the corner and his lab blew up. His body was burned about 80%. I was a real dick and used to call him " KFC". I think he learned his lesson cuz he doesn't do drugs anymore.

I took a train from San Antonio Texas to Chicago Illinois. Mile after mile of people's backyards line the tracks. There is no shortage of recyclable junk in America.
